Mumbai’s New Pet & Stray Animal Care Guidelines: What Every Pet Parent Should Know

Mumbai’s canine and feline communities are growing—and with them, the need for responsible care and coexistence. The Brihanmumbai Municipal Corporation (BMC), following the Supreme Court and AWBI directives, has rolled out updated guidelines to ensure harmony among pet owners, stray animal caregivers, and the broader community. As a pet boarding pioneer in Kalyan, here’s what these rules mean for you—and how they align with our values at Gravity Pets Home.

Key Highlights from the New Rules

For Animal Feeders & Caregivers:

  • Feeding is Permitted, but you must do so at hygienic, designated spots—away from children’s play areas and busy walkways. Raw leftovers and meat are discouraged.
  • Be a part of sterilization and vaccination drives, contributing to safer, healthier communities.
  • Feed early in the morning or late evening to avoid crowded times.

For Housing Societies (RWAs / AOAs):

  • Pet bans are not allowed. Societies cannot prohibit pets or limit breed/size, as doing so conflicts with citizens’ rights.
  • Feeding street animals is protected, but societies can define safe feeding zones and schedules.
  • Any form of cruelty, harassment of feeders, or pet abandonment is now punishable.
  • Societies are encouraged to establish Animal Welfare Committees.

For Pet Owners:

  • Dog Licensing is Mandatory under Section 191B of the MCGM Act—keeping unlicensed dogs is illegal.
  • Pets should be clean, vaccinated, dewormed, and sterilized where possible.
  • Dogs must be on a leash in public, and owners are responsible for cleaning up after them.
  • Pets are allowed in shared spaces like lifts, but owners should be considerate (e.g., using alternative lifts when available).
  • Aggressive behavior must be responsibly managed—and children under 18 should not walk pets alone.

For Institutions (Schools, Tech Parks, etc.):

  • Animals already in premises must not be relocated; instead, ensure they are sterilized and vaccinated on site.
  • Institutions must offer food, water, shelter, and staff trained in humane handling.
  • Promote awareness with signage on peaceful animal coexistence.
